I want to say that was like--1998 to 2003-ish? Then the emo shit happened, which was maybe worse.

yeah 98 was the big explosion. 1999 and 2000 it was at its peak then it slowly drifted away until its death knell around 03....the soundcloud mumble rap shit going on today makes me long for the days of Fred Durst

It felt better at the time but looking back it's one of the worst music years ever retrospectively. The Fragile still towers above anything else for me that year.
Windowlicker by Aphex Twin was an EP? Does that count?.

It was the best year ever for cinema though 1999 is legendary for that so that sort of made up the culture vacuum

How are these all 20 years old??

I was surprised that I didn't struggle too hard to come up with 10 albums (in addition to The Fragile) that I'm still quite fond of, even if some of them are far from being stone-cold classics.

    VNV Nation - Empires
    Underworld - Beacoup Fish
    Pet Shop Boys - Nightlife
Orbital - The Middle of Nowhere
    KMFDM - Adios
    Front Line Assembly - Implode
    GusGus - This Is Normal
    Pig - Genuine American Monster
Snog - Third Mall from the Sun

Guilty pleasure award: Filter - Title of Record

What I was actually listening to most in 1999:
Nine Inch Nails – The Fragile
Eminem – The Slim Shady LP
Rage Against the Machine – The Battle of Los Angeles
Tom Petty and the Heartbreakers – Echo
    The Matrix Soundtrack
Stone Temple Pilots – No. 4
    Metallica – S&M
    Korn – Issues
Limp Bizkit – Significant Other (I know, but at the time it was popular)
Red Hot Chili Peppers – Californication
Blink-182 - Enema of The State
Adam Sandler – Stand and Judy’s Kid (It's mostly skits, but I played it a lot)

Albums from 1999 that I didn't get into until a year or two later:
    Dr. Dre – 2001
    Sublime – Greatest Hits
    Collective Soul – Dosage
Alice in Chains – Nothing Safe: Best of the Box
Marilyn Manson – The Last Tour on Earth
