Either way, the fact that he wants to make that deal says something. I would imagine he wouldn't try such a big move (that would put a big target on his head) if he didn't think he had enough info that they'd be interested in making a deal for it.

any lawyer is seeking the best outcome for the client they represent. Asking for blanket immunity from charges is a great opening chess move negotiation, since if it turns out they have nothing substantial to offer, they've just gotten a get out of jail free card for admitting nothing. The claims withheld until his testimony would have to at least be legally clarified enough to warrant that sort of exoneration, but it's a simple move to try to get him off the hook with a nothing testimony.

The fact that he has had no takers is probably a push to a second stage, wherein he is being pressured to at least legally define that he "has knowledge of a scandal related to charges XYZ." It's possibly a bluff, but after all that's come to the table, I doubt he doesn't have something damning to bring to the discussion.

His lawyers almost certainly knew this would be rejected unless he was somewhat more specifically forthcoming in some way. Let's get through the courtship dance and just fuck already... this is too important.

One of the most surreal backdrops to all this madness are Trump's various demonstrations of Andrew Jackson worship... there's a reason we wanted to take his genocidal face off our money...
